The title pretty much says it all but I will make it the question more clearer here. For the first question What I mean is could you make a List telling how many jutsu all open ranks can have. The second what I mean is there is no Custom weapons/gear Here so can we not make any custom weapons?

There are weapons and custom ones but it has not been set up Also jutsu really dont have a limit unless your a geinin or AS for genin it would be around 30 i would say. AS is self explanatory. I think as long as you dont have outrages amount of jutsus i wouldnt really worrie about it.
