| Shinobi Reborn Guide : Village Entrance Shinobi/s [from one of the Five Great Countries]
The shinobi, if C-ranked or lower, must be accompanied by another shinobi, B-rank or higher. Chuunin guards watch the front black gates, making it impossible to step in the village without their attention.
The shinobi/s must have a legitimate reason to be entering the village, but this rule can be flexible. For example, a shinobi from Kumo could be travelling to Konoha to deliver a message to the Hokage. Another allowed example could be for a visit. However, Staff asks not to make too much of those.
The Legendary Nine
Being neutral with all the countries and villages, Chuunin guards, or assigned guards will be familiar with the customs and allow them to pass.
Akatsuki
Akatsuki will be allowed to enter the villages, however s/he must be disguised. Depending on who is watching the gates, s/he will allow the Akatsuki member to pass, or decline his access in.
Once the Akatsuki member has entered the village, the topic will then become open to any of the citizens of Konoha. The Akatsuki will be capable of killing shinobis, but the ANBU or any other protecting shinobi will surround the Akatsuki within minutes. How they are capable of discovering his true identity will remain hidden [cause I haven't made that up yet..], but it will prevent deaths to innocent shinobi.
The Akatsuki member will either be thrown out, or threatened. If said Akatsuki member chooses to stay in the village for whatever reason, the village shinobi have the permission to kill the Akatsuki. | |
